Scorecard: Looking Back at Data Center Frontier’s 2025 Industry Predictions
Each January, Data Center Frontier publishes a list of themes we believe will shape the year ahead. It’s a useful exercise for any publication that claims to track the frontier of digital infrastructure: you make the calls, you explain your logic; and then, twelve months later, you come back and grade them.
On Jan. 6, 2025, we published “8 Trends That Will Shape the Data Center Industry in 2025,” with an intentionally wide aperture. Some of the calls were straightforward extensions of momentum already visible in late 2024. Others (immersion cooling’s “inflection point,” quantum’s “event horizon”) were what we openly framed as dark-horse possibilities.
Now, with 2025 in the rearview mirror, here’s the scorecard for DCF's industry trends predictions for last year.
1. Truth and Consequences Escalate for Data Center and AI Energy Demand
VERDICT: MASSIVE HIT
If you’re looking for the defining constraint of 2025, it wasn’t GPUs. It wasn’t land. It wasn’t even construction capacity. It was power: specifically, the widening gap between the speed of AI-era load growth and the pace at which grid infrastructure can be planned, permitted, and delivered.
That wasn’t just a data center industry storyline in 2025. It became a mainstream policy and planning topic. In August, the Congressional Research Service summarized the situation in stark terms: some projections show U.S. data center energy consumption could double or triple by 2028, reaching as much as 12% of U.S. electricity use.
And at market level, the stress showed up as you’d expect: demand outstripping deliverable supply, with power availability and delivery timelines acting as governors on growth. CBRE’s North America Data Center Trends H1 2025 report put a big number on it: primary market vacancy fell to a record-low 1.6%, despite a major increase in inventory—an indicator of “unrelenting demand from hyperscale and AI occupiers.”
But the “truth and consequences” framing also held, because 2025 brought more evidence that the grid is responding in ways that complicate decarbonization narratives. A late-year Reuters report described how surging AI data center demand is keeping older “peaker” plants online longer, including delayed retirements in parts of the U.S.
This one wasn’t just correct. It was the year.
2. The (Un)Easy Button: Natural Gas Bridges the Data Center Energy Revolution
VERDICT: STRONG HIT
We framed natural gas in the 2025 forecast as a compromise: a bridge fuel logic emerging not from ideology, but from project timelines and grid constraints. That is essentially what played out.
The most emblematic datapoint remains the one we cited going into the year: ExxonMobil’s plan for a 1.5-GW natural gas-fired power plant dedicated to data centers; a telling sign that energy majors were beginning to treat data center load as a first-order market. Exxon itself also publicly discussed an approach pairing gas generation with carbon capture to reduce associated emissions.
And the broader dynamic, i.e. developers and operators exploring dedicated, dispatchable supply to bypass interconnection timelines, continued to strengthen throughout 2025. Natural gas wasn’t the only answer, but it repeatedly showed up as the fastest-to-build answer that still clears the reliability bar. It was the path many projects took to remain viable.
The reason this grades as Strong Hit rather than Massive Hit is simple: 2025 didn’t “resolve” the gas question or the industry’s long-term decarbonization challenge: it amplified it. The bridge is being built while the industry argues about where it’s supposed to land.
3. Rising Data Center AI Infrastructure Integration Meets GPUaaS Uncertainty
VERDICT: HIT
In 2025, the data center industry moved beyond conceptual AI readiness to make artificial intelligence a central driver of infrastructure design, procurement, and operational strategy; but not without growing pains around economics, capacity, and utilization.
Across the ecosystem, from hyperscale operators to niche GPU cloud providers, AI adoption deepened across the stack:

Infrastructure integration went mainstream. Analysts noted that nearly three-quarters of new data centers were being designed expressly for AI workloads in 2025, underscoring how pervasive AI optimization had become in facility planning. Many of these designs incorporated enhanced power delivery, liquid cooling defaults, and optimized rack architectures to accommodate dense GPU and accelerator clusters.

Compute capacity limits shaped cloud growth. Reports on cloud performance and infrastructure highlighted that strong AI-driven growth from AWS, Azure, and Google Cloud was increasingly bounded by capacity ceilings, particularly due to hardware shortages and power constraints. The emergence of specialized GPU-as-a-Service offerings from smaller providers illustrated how compute scarcity created differentiated opportunities in the market.

Capital intensity and risk surfaced starkly. A Financial Times analysis documented how major tech players collectively shifted $120+ billion of AI data center spending off balance sheets, a strategy that helps preserve credit profiles but also concentrates risk in a handful of companies heavily reliant on high-intensity AI infrastructure.

Economic uncertainty remains real. Broader energy and infrastructure analyses highlighted the $7 trillion race to scale data center compute globally, driven largely by AI demand. Yet this enormous investment comes with unpredictability: if demand or model growth slows, the industry could face overcapacity and utilization challenges in the coming years.
The result in 2025 was a landscape where AI integration into data center infrastructure was indisputable, pushing facility design and cloud service strategy toward increasingly GPU-centric configurations. At the same time, the financial realities of accelerating compute - short hardware life cycles, massive CapEx commitments, and utilization risk - continued to inject uncertainty into business models, particularly for GPU-as-a-Service platforms and non-hyperscale operators.
In short: AI infrastructure is no longer an optional add-on; it’s the default assumption for leading-edge data centers. But the economics of delivering that infrastructure (especially at the scale and speed the market now expects) remain uneven and unsettled, making this a clear Hit with important caveats on long-term sustainability and utilization.
4. It Takes a MegaCampus: Hyperscale Growth Continues at Full Speed, Reliant on Utility Partnerships
VERDICT: MASSIVE HIT
In 2025, the megacampus was not a novelty: it was the operating assumption. Hyperscale buildouts continued to accelerate, and power strategy increasingly defined where, how, and when capacity could be delivered. The industry’s challenge with energy availability was no longer a sidebar; it was a central structural constraint shaping hyperscale expansion.
Across the globe, and especially in major U.S. hubs, hyperscale occupiers continued to drive the pace and shape of data center buildouts in ways that underscored several core realities:
Hyperscale demand drove market dynamics at scale. CBRE’s mid-year data showed record-low vacancy of just 1.6% in North America’s primary markets, with absorption outpacing even robust deliveries of new capacity. That reflects not just strong leasing velocity, but the scarcity of deliverable space with reliable power attached — a constraint that has become a core gating factor for large requirements.
Pricing and delivery timelines were shaped by grid realities. As pricing climbed — particularly on larger blocks of capacity (10 MW+) needed by hyperscalers — and as interconnection queues stretched into years, the industry responded by rethinking the relationship between data centers and power providers. Utility engagement moved from a downstream technical integration to an up-front strategic imperative for campus planning and execution.
Strategic utility and energy partnerships became table stakes. Leading hyperscale players and energy developers expanded collaborations designed to align data center capacity with firm, dispatchable power. This ranged from joint ventures with utility partners to direct investments in generation capacity that co-locates energy and compute.
Google’s year-end Intersect Power deal encapsulates this shift. In December 2025, Alphabet agreed to acquire Intersect Power — a clean energy and data center infrastructure developer — in a $4.75 billion deal intended to accelerate power and capacity deployment for Google’s AI data centers.
Under the agreement, Google will leverage Intersect’s pipeline of multiple gigawatts of energy and data center projects in development or under construction, enabling closer coordination of power supply with compute load. Google CEO Sundar Pichai described the acquisition as a way to “expand capacity, operate more nimbly in building new power generation in lockstep with new data center load.”
This deal is a striking example of how hyperscale players are moving beyond traditional utility contracts into vertical integration of energy and data center infrastructure. It underscores that in the AI era, hyperscalers no longer just buy electricity — they are investing directly in the assets and teams that bring that electricity online.
The implication for site selection and development:

In short: The megacampus era didn’t arrive in 2025 as much as it consolidated. Hyperscale growth moved from being about where data centers could be built to how much energy could be reliably provisioned, coordinated, and delivered; often in partnership or through ownership of the energy assets themselves.
5. Steep Pricing and Rental Rates Highlight Data Center Secondary and Tertiary Market Attractions
VERDICT: STRONG HIT
This ultimately proved to be a pricing-and-availability story masquerading as a geography story, and 2025 delivered exactly that outcome.
Throughout the year, tight vacancy and power constraints in core data center markets continued to push demand outward, not because hyperscale and enterprise users suddenly lost interest in primary hubs, but because deliverable capacity at scale became increasingly scarce and expensive.
As stated above, CBRE’s North America Data Center Trends H1 2025 report captured the dynamic clearly. Vacancy across primary markets fell to a record-low 1.6%, even as new supply continued to come online. At the same time, CBRE noted that larger continuous requirements, particularly deployments of 10 MW or more, experienced the sharpest increases in lease rates, driven by hyperscale demand, limited power availability, and rising construction and equipment costs.
Those pricing signals reinforced a structural shift already underway. As power delivery timelines in markets such as Northern Virginia, Phoenix, and Dallas–Fort Worth stretched further into the future, developers and occupiers increasingly evaluated secondary and tertiary markets where projects could move forward with greater certainty.
Several regions emerged as repeat beneficiaries of this dynamic in 2025. Taken together, these indicators closely mirror the conclusions of the major commercial real estate clearinghouses—including JLL and Cushman & Wakefield—which in their 2025 outlooks as linked consistently pointed to constrained primary markets, rising power-driven pricing pressure, and a widening search radius for large-scale, deliverable data center capacity.

Central Ohio (Columbus / New Albany) continued to attract hyperscale and large enterprise interest, benefiting from relative power availability, favorable tax treatment, and proximity to major population centers.

Indiana—particularly areas outside Indianapolis—gained momentum as a lower-cost alternative with utility headroom and strong logistics connectivity, reinforcing the state’s growing role in large-scale campus development.

Louisiana, highlighted by Meta’s multi-billion-dollar campus plans, underscored how markets with available land, cooperative utilities, and supportive permitting frameworks can absorb demand that stalls in more constrained regions.

Industry coverage throughout the year reflected this logic. DatacenterKnowledge reported that expansion into secondary markets accelerated as developers sought locations where power and permitting realities aligned with hyperscale timelines, even if those locations lacked the ecosystem density of traditional hubs. Reuters similarly noted that rising costs and grid constraints in primary markets were prompting hyperscalers to look outward to secure long-term growth capacity.
Importantly, this was not a retreat from core markets. Northern Virginia, Phoenix, and other established hubs remained critical anchors of global digital infrastructure. But in 2025, scarcity sharpened the calculus: when power delivery and timelines became uncertain, capital followed execution certainty instead.
That is why this trend earns a Strong Hit rather than a Massive one. The outward pull toward secondary and tertiary markets was real, sustained, and measurable, but almost always led back to the same gating factors. Geography shifted: Physics, permitting, and power availability constraints did not. And those forces are unlikely to reverse anytime soon.
6. Liquid Cooling Advances at Scale as DLC Becomes Table Stakes and the Immersion Inflection Point Nears
VERDICT: MASSIVE HIT (DIRECT-TO-CHIP); TOO EARLY (IMMERSION AS A BROAD INFLECTION)
This trend earned a split decision: not because the direction was wrong, but because the industry moved decisively on one half of the prediction while remaining cautious on the other.
On direct-to-chip (DLC) liquid cooling, 2025 was a decisive year. What had been piloted and selectively deployed in prior years moved firmly into the category of baseline design assumption for leading-edge AI infrastructure. That shift was driven by a combination of rising rack densities, tighter thermal envelopes, and the operational realities of deploying next-generation accelerator platforms at scale.
TrendForce captured the pace of change succinctly, projecting liquid cooling penetration in AI data centers rising from roughly 14% in 2024 to 33% in 2025, with adoption accelerating as hyperscalers and large operators transitioned from proof-of-concept deployments to repeatable architectures. The rollout of NVIDIA’s GB200-class rack systems, with their explicit reliance on liquid cooling, played a central role in pushing DLC from optional enhancement to table stakes for AI-focused builds.
That shift was echoed across the ecosystem. Coverage from DatacenterDynamics and Data Center Knowledge throughout 2025 documented how liquid cooling increasingly shaped facility layouts, structural loading assumptions, commissioning practices, and supply-chain coordination, rather than being treated as a bolt-on system. Major vendors including Vertiv, Schneider Electric, and CoolIT framed DLC not as an emerging technology, but as a necessary response to sustained AI density growth. In short, the industry crossed a psychological threshold: air cooling alone was no longer a viable default for new AI infrastructure.
Immersion cooling, however, followed a more measured trajectory.
Throughout 2025, immersion continued to attract interest, investment, and expanded testing particularly for ultra-high-density workloads, specialized HPC environments, and use cases emphasizing energy efficiency and heat reuse. Multiple operators reported progress in operational validation, fluid standardization, and serviceability practices, reinforcing immersion’s technical credibility.
What did not occur was a broad inflection point in which immersion became the default choice across hyperscale design. Regulatory questions around dielectric fluids, operational unfamiliarity, retrofit complexity, and workforce readiness continued to slow widespread adoption. Industry reporting from DatacenterDynamics and The Register reflected this cautious posture: immersion was advancing, but primarily through selective deployments rather than portfolio-wide standardization.
That distinction matters. The industry clearly moved liquid cooling to the center of AI infrastructure design in 2025; but it did so by doubling down on DLC first, while continuing to evaluate immersion as a complementary or future-stage solution rather than an immediate replacement.
Our verdict reflects that reality: Massive Hit on liquid cooling’s ascent to table-stakes status; Too Early on immersion cooling becoming the next universal standard. If anything, 2025 clarified the cooling roadmap rather than compressing it: DLC is now foundational, while immersion remains a powerful option whose moment may arrive; just not all at once, and not quite yet.
7. Chicken or Egg: Accelerated Deployment Strategies Meet the AI Edge Scale-Out
VERDICT: TOO EARLY
The speed-to-market impulse was unmistakable in 2025, and the industry’s toolkit for going faster continued to mature. Modular construction, prefabricated power and cooling systems, standardized AI reference designs, and earlier coordination with utilities all gained traction as operators sought to compress timelines under relentless AI demand.
Where this prediction proved early was in its more aggressive framing: that AI inference at the edge would emerge as a defining deployment pattern in 2025, reshaping capital allocation in a way that rivaled core hyperscale growth. That did not occur ... at least not at industry-defining scale.
Throughout the year, the center of gravity for AI infrastructure investment remained firmly anchored in large, centralized campuses, where power availability, network density, and economies of scale continue to dominate. Reuters reporting on AI infrastructure investment repeatedly underscored that hyperscalers prioritized projects capable of absorbing hundreds of megawatts at a time, even as interest in distributed inference continued to build.
That said, the underlying edge logic was very real and increasingly visible by vertical. Edge-leaning use cases gained traction in specific sectors, particularly where latency, data sovereignty, or operational resilience mattered more than raw scale.
In healthcare, providers explored edge AI for real-time imaging analysis, diagnostics, and patient monitoring. In manufacturing and industrial automation, AI inference moved closer to the factory floor to support predictive maintenance, robotics, and quality control. And in autonomous systems from vehicles to drones and logistics platforms, low-latency inference increasingly dictated architectural decisions. Industry coverage from DatacenterKnowledge and DatacenterDynamics throughout 2025 documented these patterns, emphasizing that edge AI growth was fragmented by vertical and geography, rather than uniform across the market.
Geographically, this played out in regional and secondary metros rather than traditional hyperscale hubs. Markets such as Salt Lake City, Minneapolis, Denver, Raleigh-Durham, and parts of the Midwest saw continued interest for inference-oriented deployments tied to enterprise, healthcare, and industrial workloads in locations chosen less for interconnection density and more for proximity to users, facilities, or regulated data sources.
Crucially, the connective tissue between edge ambition and execution in 2025 was modular and prefabricated infrastructure. Rather than committing to large, permanent edge buildouts, operators increasingly leaned on containerized data centers, prefabricated IT modules, and standardized power rooms as a hedge against uncertainty.
Vendors such as Vertiv, Schneider Electric, Dell Technologies, and HPE positioned modular systems as a way to deploy AI inference capacity quickly, incrementally, and reversibly, thereby allowing operators to test demand without locking in hyperscale-style capital commitments. This approach aligned neatly with the industry’s broader emphasis on optionality amid uncertain AI demand curves.
What 2025 ultimately delivered was preparation, not pivot. Edge AI advanced, but it did so alongside—not instead of—core hyperscale expansion. Most edge deployments remained bespoke, workload-specific, and relatively modest in scale, lacking the unified capex momentum that defined centralized AI campuses.
That makes this trend a clear Too Early, rather than a miss. The forces pushing AI toward the edge (latency sensitivity, distributed data generation, regulatory pressure) are real and strengthening. But in 2025, they did not outweigh the gravitational pull of centralized power, network density, and scale economics.
In short, the industry spent 2025 building the tools for edge AI, particularly through modular and prefabricated designs, without yet making edge inference the organizing principle of AI infrastructure strategy. The chicken-or-egg question remains unresolved, setting the stage for a possible verdict change in the years ahead.
8. The Data Center Quantum Computing Event Horizon May Be Approaching
VERDICT: TOO EARLY (BUT GETTING CLEARER)
Quantum was more concrete in 2025 than it was even a couple of years ago: more roadmaps with dates on them, more credible error-correction progress, and more “this is how we get there” structure from the biggest players. But it still hasn’t crossed into the core operational reality of most data center planning cycles. If this scorecard is about what shaped the data center industry in 2025, quantum remained adjacent to the year’s dominant forces: power, cooling, supply-chain execution, and site selection under constraint.
Importantly, the sharper quantum announcements of the second half of 2025 did not emerge in a vacuum. Signals from the first half of the year already pointed toward a more disciplined, infrastructure-aware phase of quantum development, even if commercial impact remained limited. IBM spent early 2025 reiterating its fault-tolerant roadmap and emphasizing error correction as the gating factor for scalability, reinforcing that usable quantum systems remain a late-decade proposition rather than an imminent data center workload. Microsoft continued positioning Azure Quantum around hybrid quantum-classical workflows, underscoring quantum’s role as an accelerator accessed through cloud platforms rather than a standalone facility asset. Meanwhile, earnings disclosures and industry coverage of vendors such as IonQ and Rigetti showed growing experimentation across government and research customers, but also highlighted how revenue maturity and deployment scale remain well behind classical AI infrastructure.
Taken together, the first half of 2025 helped set expectations: quantum progress was becoming more structured and credible, but still firmly adjacent to mainstream data center planning, setting the stage for the more explicit roadmap announcements that followed later in the year. What happened 2H 2025 was a meaningful sharpening of intent and time horizons:

Google: “Verifiable quantum advantage” and a roadmap milestone (Oct. 22, 2025). Google Quantum AI announced results around its Quantum Echoes algorithm and framed it as the first demonstration of verifiable quantum advantage: explicitly positioning the work as a step toward useful, error-corrected systems and tying it to the next milestone on its hardware roadmap (a long-lived logical qubit).

IBM: Error correction moves toward real-time practicality (Oct. 24, 2025). Reuters reported IBM demonstrating that a key quantum error-correction approach could run in real time on conventional, commercially available AMD hardware (FPGAs), underscoring the industry’s core theme: error correction is not optional, and making it operationally feasible is the path to scalable systems.

IBM: Hardware cadence and roadmap follow-through (Nov. 2025). IBM used its late-year developer conference season to reinforce that it is iterating on processors and software in lockstep with its fault-tolerant roadmap: less “science project,” more “platform build.”

Amazon Braket introduced “program sets,” aimed at reducing overhead and speeding repeated circuit execution: an incremental but telling sign that the near-term quantum business model continues to be QaaS (quantum-access-as-a-service), not enterprise-owned quantum halls.
The “data center” implication
The most important signal for data center audiences is not that quantum is about to replace classical compute (it isn’t), but that the industry is increasingly converging on a practical architecture: hybrid integration, where quantum systems act as specialized accelerators accessed via cloud platforms and coupled to classical HPC/AI infrastructure.
IBM’s roadmap messaging is emblematic here. IBM has publicly anchored its fault-tolerant goal to a planned IBM Quantum Data Center in Poughkeepsie, New York, with a stated target of delivering its fault-tolerant “Starling” system later this decade. That is a real “facility + platform” framing, but it is still an R&D and roadmap commitment more than a mainstream data center demand driver.
Why the verdict stays “Too Early”
Quantum’s story in 2025 was clarity, not dominance. The announcements above made the long game more structured and credible (particularly around error correction) but quantum still did not materially alter mainstream data center capex priorities or capacity planning. Most operators spent 2025 solving for MW delivery, liquid cooling, supply chain lead times, and multi-campus execution. Quantum, for now, sits beside that reality rather than inside it.
So we’ll keep the “event horizon” metaphor, because it is getting clearer. But on a scorecard about what shaped the data center industry in 2025, the appropriate grade remains Too Early.
Honorable Mentions (9–15): Quick Scorecard Notes
Last year, we expanded our traditional eight-trend framework with an Honorable Mentions section, acknowledging that the pace and breadth of change across digital infrastructure was beginning to outstrip any cleanly bounded list. That proved to be a useful device—and in 2025, even more so.
This extended set of themes—spanning sustainability optimization, workforce outgrowth, digital twins, cybersecurity, battery storage, nuclear power, and onsite generation—reads less like speculative forecasting and more like a reality check. These were not fringe ideas or emerging curiosities. They were enabling conditions, execution constraints, and strategic arcs that consistently surfaced across projects, markets, and boardrooms throughout the year.
Rather than score each at the same depth as the core eight, a quick status check is more appropriate:

Digital twins: HIT.
Facility modeling and simulation moved decisively into the critical path of AI infrastructure planning. NVIDIA’s Omniverse DSX framing for “gigawatt-scale AI factories” was emblematic of a broader shift: design, simulation, and operational modeling are no longer ancillary tools, but part of the infrastructure stack itself. -
Battery backup and energy storage: HIT (early innings).
Behind-the-meter storage strengthened as a serious planning variable in 2025, particularly for peak shaving, resiliency, and power-quality management. Adoption remains uneven, but storage is now firmly in the conversation alongside generation and grid interconnection, rather than treated as a niche add-on. -
Nuclear power: STRONG HIT as a strategic arc; TOO EARLY as a near-term capacity unlock.
The industry continued to sign MOUs, partnerships, and long-dated frameworks around SMRs and advanced nuclear. The intent is real and durable—but deployment timelines, permitting, and supply chains remain the gating factors. -
Workforce constraints: HIT.
Talent shortages across design, construction, commissioning, and operations repeatedly surfaced as execution bottlenecks. In a year defined by speed-to-market pressure, workforce availability proved to be as limiting as power or equipment in many regions. -
Cybersecurity, sustainability optimization, and onsite generation: HIT.
These themes did not always produce headline moments, but they showed up consistently as baseline requirements rather than optional enhancements. Cyber risk continued to scale alongside infrastructure concentration. Sustainability increasingly shifted from aspiration to optimization. And onsite generation—whether gas, fuel cells, or hybrid microgrids—became a recurring feature of serious project planning.
Taken together, the Honorable Mentions reinforce a key takeaway from the 2025 Scorecard: the industry’s challenges are increasingly systemic, not siloed. Power, cooling, talent, modeling, security, and sustainability are converging into a single execution problem; one that rewards coordination, long planning horizons, and capital discipline.
That convergence doesn’t always make for clean trend headlines. But it does define the operating reality of the data center industry as it heads into 2026.
Looking Back—and Ahead
If there is one meta-lesson from the 2025 forecast, it is that the industry’s “frontier” themes are no longer discrete threads. They have apparently collapsed into a single, reinforcing loop:
- AI drives density.
- Density drives cooling.
- Cooling and density drive power.
- Power drives site selection.
- And site selection increasingly drives politics, permitting, capital structure, and public scrutiny.
That loop tightened materially in 2025.
What once felt like sequential challenges now arrive simultaneously. Decisions about cooling architectures shape power strategies. Power strategies determine where projects can realistically be built. Site selection increasingly dictates whether timelines are measured in quarters or years, and whether projects move forward at all.
Across nearly every trend in this scorecard, the same conclusion surfaced: execution constraints, not demand, defined the year. That reality also explains the mixed verdicts.
