The Data Center Industry’s Permission to Build

The DCF Trends Summit 2026 arrives as historic demand for digital infrastructure collides with public anger, political intervention and the limits of the power system. The industry’s next phase will depend on its ability to deliver capacity—and give communities reason to believe that growth serves them, too.

The data center industry has spent the past several years announcing the future.

Gigawatts. AI factories. New regions. New power architectures. Campuses at a scale that would have seemed extraordinary before generative AI reset the industry’s expectations.

Now the public has entered the room.

Communities are asking harder questions about who pays for electrical infrastructure, where the water comes from, how much noise reaches neighboring properties and what remains locally after construction crews leave. Utilities are being pressed to protect ratepayers from speculative load and costly system upgrades. Elected officials who once treated data centers primarily as economic-development wins are finding that the politics have changed.

The defining question is no longer whether demand is real.

It is whether the data center industry can keep earning the permission required to build at the scale it has promised.

I mean permission in a broader sense than zoning approval, an environmental permit or a signed utility agreement. I mean the political and social room to develop infrastructure measured in hundreds of megawatts and billions of dollars—often in places whose residents have only recently begun to understand what is being proposed around them.

That room is narrowing.

A Different Kind of Constraint

On July 18, opponents organized 142 demonstrations across 42 states in what Reuters described as the first coordinated national protest against the data center buildout. The movement crossed familiar political boundaries, bringing together environmental advocates, rural landowners and residents concerned about power prices, water, noise and the pace of development.

A June Reuters/Ipsos poll found that 57% of respondents would oppose a data center in their community. Only 14% said they would be comfortable with one nearby.

Those findings deserve the industry’s full attention.

New York has imposed a one-year pause on certain environmental approvals for new hyperscale data centers while the state develops stronger standards and a host-community benefits framework. Executive Order 62 points to nearly 12 GW of data center load requests in the NYISO queue as of May 2026 and identifies risks involving ratepayer exposure, stranded utility investment, water use, air quality and noise.

On July 28, the Montgomery County Council in Maryland voted unanimously to pause new data center permits for 18 months while the county develops more comprehensive rules. 

In Northern Virginia, the Prince William Digital Gateway collapsed after years of public opposition and litigation. The approvals were invalidated over defects in the county’s public-notice process, and QTS ultimately withdrew the final remaining appeal. 

These are no longer isolated local fights.

They are the terrain on which the next era of data center growth will be decided.

The Answer Cannot Be Dismissal

Some criticism of data centers is exaggerated. Some claims treat every facility as though it uses the same cooling system, water strategy, generation source or operating model. Others collapse cloud computing, cryptocurrency and AI infrastructure into one category.

The industry should correct inaccurate information.

It should also recognize the conditions that allow it to take hold.

In too many communities, residents first hear about a major data center project after land has been assembled, utility conversations have advanced and economic-development officials have embraced the proposal. By then, public engagement can feel less like participation than notification.

That sequence creates distrust even when a project is technically sound.

Industry leaders do not have to agree with every objection. They do have to understand why people are asking:

  • Who pays for the substations, transmission lines and generation required to serve these facilities?
  • What happens if projected load never fully arrives?
  • How much water will the site require during peak summer conditions?
  • How will noise be controlled after the facility enters production?
  • What does the community receive in proportion to the land, infrastructure and long-term commitments being requested?
  • What obligations continue after the opening ceremony?

These are reasonable questions.

Economic-impact estimates, tax projections and statements about the importance of digital infrastructure belong in the answer. They cannot be the entire answer.

A community can value new tax revenue while questioning whether utility upgrades will increase residential costs. Residents can support economic development while opposing transmission routes through farms or established neighborhoods. Local leaders can recognize the strategic importance of AI while refusing to commit power, water and public infrastructure without enforceable protections.

The industry’s response must be as serious as the questions.

From Projection to Execution

This is the climate in which the Data Center Frontier Trends Summit returns to Reston, Virginia, August 4–6.

Our theme for 2026 is "From Projection to Execution."

We chose it because the market has moved beyond the first wave of AI forecasts and campus announcements. Demand remains immense. Capital remains available for projects with credible customers and a viable path to power. But the work between announcement and operation has become the defining territory of the data center business.

Power must be secured rather than requested. Land must be entitled rather than placed under option. Equipment must arrive rather than remain a line on a procurement schedule. Cooling systems must perform under production loads rather than idealized assumptions. Facilities must be commissioned, staffed and integrated with computing platforms whose power density and networking requirements continue to advance.

Projects must also demonstrate that they can become durable parts of the communities around them.

The 2026 DCF Trends Summit agenda follows that full chain of delivery: power, capital, site selection, construction, supply chains, cooling, density, commissioning, operations and community impact. It brings together operators, developers, utilities, investors, engineers, equipment providers and infrastructure customers working through these issues in active projects.

The program begins with a lightning-round editorial calibration from members of the DCF Trends Summit Advisory Board, followed by an opening keynote featuring EdgeCore Digital Infrastructure CEO Lee Kestler and Data Center Frontier founder Rich Miller.

Their discussion will examine the new geography of AI infrastructure: how access to power, entitled land, utility partnerships and the ability to deliver are determining where the next generation of capacity can be built.

From there, the Summit moves through the practical layers of bringing AI infrastructure into production:

  • What happens when designs built around future rack densities encounter today’s operating conditions?
  • How do developers evaluate projects when grid delivery dates extend beyond customer requirements?
  • Where do supply-chain commitments, capital structures and construction schedules separate credible capacity from paper capacity?
  • How should utilities and data center customers allocate risk when serving loads of unprecedented size?
  • What does a community need to see before a proposed data center becomes a project it is prepared to host?

These discussions are connected. A project that cannot secure public acceptance may be no more deliverable than one without transformers, financing or a utility agreement.

Social License Is an Operating Result

The Summit closes with a keynote on earning the social license for data center growth: a topic which has erupted into an emerging constraint alongside power, land and capital.

“Social license” risks becoming another polished industry phrase, assigned to communications teams after the engineering, financing and site plans are complete. That interpretation misses its meaning. Social license is an outcome of execution, not messaging.

It is earned when developers choose sites responsibly and engage communities before positions harden; when utilities and large customers protect households and small businesses from costs created by major new loads; and when operators address noise, lighting, water and emissions before they become neighborhood crises.

It is earned when workforce commitments create genuine career pathways, tax revenue produces visible local benefits and public officials can explain a project’s obligations and risks without appearing to have negotiated around their constituents. Above all, it is earned when commitments made during approval remain intact through construction and operation.

Communications can describe that record. They cannot manufacture it.

The data center industry is building the physical foundation for a profound expansion of computing. These facilities will support communications, medicine, scientific research, financial systems, industrial operations, national security and AI applications yet to be imagined. That mission carries enormous weight. So do the consequences of pursuing it carelessly.

An industry asking communities to accommodate unprecedented electrical loads must discuss grid investment and generation honestly. One seeking faster permits must demonstrate that speed will not erase public process. One promoting efficiency must explain its resource use in language that survives scrutiny beyond the industry itself. And an industry building for the future must leave host communities stronger than it found them.

This is difficult, exacting work. It will determine where—and whether—the next generation of data centers gets built.

The Industry’s Hardest Build

Conferences are often organized to celebrate momentum. The DCF Trends Summit 2026 has a harder purpose: to examine where that momentum is meeting physical limits, financial exposure, political pressure and public resistance.

The goal is not manufactured agreement. Operators, utilities, developers, investors, equipment providers, public officials and community leaders arrive with different responsibilities and definitions of acceptable risk. The value lies in bringing those perspectives into direct contact while assumptions can still be challenged—before disagreements become lawsuits, projects become stranded investments and skepticism hardens into lasting opposition.

Data centers have become too consequential to remain an industry understood mainly by those who build and operate them. The public is paying attention. Political leaders, utilities and ratepayers are paying attention.

The next generation of development will be judged by more than capital deployed, capacity announced or megawatts energized. It will be judged by whether the industry can deliver infrastructure at historic scale without losing the confidence of the places being asked to host it.

Permission to build is rarely lost in a single dramatic moment. It is spent one promise, one project and one community at a time. It can also be earned that way.

That is the conversation waiting for us in Reston.
